         GUANGZHOU 4TH CONSTRUCTION ENGINEERING CO.LTD, “Guangzhou 4th Construction Engineering” for short and established in 1956, is a construction enterprise with a long rich history, abundant technological strength and brilliant achievements in the construction industry but still in pursuit of persistent reform and development innovation.

Prioritizing corporate reputation and devoted service

      In 2002 Guangzhou 4th Construction Engineering was accredited as First Class construction enterprise with Grade I Qualification Certificate, and was fortunate in acquiring another four Grade I qualification certificates for general contracting of housing construction projects, for professional contracting of electromechanical engineering, for professional contracting of construction decoration and professional contracting of self-climbing scaffold attached to structure in construction. On that basis, the company has also been accredited with another three Grade Ⅱ qualification certificates, respectively for the general contracting of the construction of the municipal engineering, professional contracting of ground and foundation engineering construction and the professional contracting of steel structure engineering construction. Besides, the company has passed the examination and approval of the banks’ AA Class Credit registration and credit extension. Plus, the company has been awarded as Guangzhou A-level Enterprise in Tax-paying Credit and the title of “Enterprise observing contract and honoring creditability in Guangzhou City” for 15 consecutive years.

Advancing reform with keen determination and seeking sustainable development

        Directed by the parent company, Guangzhou City Construction Holdings Ltd., Guangzhou 4thConstruction Engineering has carried out a series of state-owned enterprise reform. In 1996 the company was re-organized into a limited liability company. Recent years’ separation and withdrawal of Minor Business from Major Business have stripped the enterprise of its past heavy social functions; Through merger and streamlining organizations, the management departments and offices have been reduced by a half; and through downsizing and upgrading the comprehensive quality of the employees, the number of the employed staff & workers was reduced to one quarter compared with the former number; the implementation of the contract responsibility system for all kinds of all economic indicators and the implementation of the Incentive and Constraint Mechanism featuring the best quality, safe and civilized construction gave strong boost to the sustainable development of the main business with its production and business operation capability and its economic scale reached 800 million to 1 billion RMB yuan respectively and the annual completion of project construction area up to approximately 0.4 to 0.5 million square meters. In 2004 the total contracted WLU (Work Load Unit) broke a historical record, up to 1.49 billion RMB yuan with the annual completion of the project areas up to 0.88 million square meters; in 2005 the total contracted WLU reached 1.26 billion RMB yuan with the annual completion of the project area up to 0.51 million square meters.

Building up the team and optimizing the resources

        Every year witnesses that Guangzhou 4th Construction Engineering positively introduces a batch of new recruits with junior college status or above whose majors are well geared to the posts in the company. Besides, the company makes great efforts to conduct the continuing education, various post-oriented training programs and modern management knowledge to the employed staff and workers, so the age structure, cultural structure and professional structure are gaining a gradual improvement. At present, the employees under 40 years old account for 51% of the total; the employees aged between 41 and 50 account for 28% while the employees above 51 account for 21%. On the other hand, the employees accredited with associate degree and above represent 55%, the employees endowed with project manager qualifications of all kinds account for 28% while the employees with professional titles at all levels account for 73% of all the employees in payroll.

Modern management and scientific and technological progress

  Guangzhou 4th Construction Engineering was the first recipient of the certificate of IS09002 International Quality Management System Authentication (1996 Version) in the construction industry in 1996,and by maintaining the technological innovation, the company succeeded obtaining the certificate of IS09002 International Quality Management System Authentication (2000 Version); in 2002 it passed IS014000 Environment Management Standard Authentication and succeeded in transforming the 1996version into the latest 2004 version in 2006; In 2003 it obtained the certificate of OHSAS18000 (Occupational Health and Safety Assessment Series 18000).
     Guangzhou 4th Construction Engineering persistently sets store by popularizing the new technology, new processes, new materials and new equipment and pays persistent attention to launching the mass quality management group activities. By promoting the project quality with the technological progress, the company improves its production with emphasis on safety and civilization and reduces the production cost. It always comes to the forefront as a leader in the industry in terms of quality, safety and civilized management. In 1996 it was the only winner in Guangzhou District of the title of “Advanced Enterprise of the National Project Quality Management” in the first appraisal by the Ministry of Construction of the People’s Republic of China with the validity period of four years, and in 2000 it was again awarded with the title of “Excellent Enterprise of the National Project Quality Management’ with the validity period of four years as well and in 1998 it was honorably presented with “Luban Special Honor Award”.

Market-oriented and widening business scope

     While positively engaged in business in Guangzhou, Guangzhou 4th Construction Engineering has also made its triumphant way to the construction markets in Foshan, Zhuhai, Huizhou, Zhongshan, Xinfeng, etc., successively constructing a great number of high-grade commercial office buildings, noble commercial residential buildings and elegant and stately buildings for colleges or universities, middle schools and primary schools, factory buildings, hospitals and sports stadiums and municipal roads, Metro project facilities, etc., with the sophisticated functions. Furthermore, the company has participated in Guangzhou International Conference & Exhibition Center Project and Guangzhou New Baiyun International Airport Project. Quite a lot of the above projects have become the influential landmarks in the districts where they stand nobly.
